A lot of clubs on the look out for senior managers this year I would say. I have seen a couple of clubs advertise about senior jobs within their clubs on Facebook.
The time needed now to put in a shift as manager of a senior team is excessive - minimum 3 nights a week with a game a lot of weekends between divisional league and championship, co league, co championship, junior / intermediate / novice championship etc

I know South Kerry take the championship very seriously and some clubs can be missing 5 or 6 of their best players for a good few weeks during the summer.

It would be a great move but I think it would be a bit like turkeys voting for Christmas. Pity as a lot of clubs bank balances would be much healthier if this proposal got the support it needs.

That isn't the motion before convention. The motion states "To allow a county, if it so wishes, to have a bye law to make eligibility for positions of team manager, coach and selector be the same as eligibility for club players in that county ".
This is significantly different, in that ,if I understand correctly, it allows counties to bring in that bye law, after appropriate debate and discussion (and agreement). The motion here is all about counties having the choice or option to have that debate , on a county by county basis - and adopt the rule if they so choose.
That is significantly different to turkeys voting for Christmas !. It's all about the ability to debate and choose...and debate can't be bad !!
