Motions for 2019 For County Committee Championships Motion 1 That in any future review of the County Championship structure, serious consideration be given to increasing the number of club teams. Cumann Ráth Mhór Motion 2 That the County Senior Football Championship be completed more quickly. Cumann Ráth Mhór Motion 3 That all subs in the county championship be supplied with numbered bibs for the warm up and on the side-line and that this list correspond to the list held by the referee. Cumann Dairbhe. Motion 4 A special area for subs and members of back room set up be installed at all venues hosting county championship games. Cumann Dairbhe. Motion 5 In relation to the Club Championship Semi-Finals, the CCC be given permission to include ‘Result on the Day’ option where the CCC deems it necessary to ensure championship is completed on schedule County Committee. Motion 6 All Junior and Junior Premier players have an opportunity to play in Croke Park in the calendar year. Cumann An Rinn Aird Motion 7 Two teams to progress, from their groups, to the knockout stages of the County Club Championship competitions. Cumann An Rinn Aird & Cumann Dairbhe. Motion 8 That two teams qualify from each group for the quarter finals in The Intermediate, Junior Premier and Junior Club Championships. Cumann Baile Mhic Ealagoid Motion 9 First four teams eliminated from the Senior Co Hurling Championship be entered in a B competition. The Semi-finals could be played on the same weekend as the A Semi-finals and the final played as a curtin raiser to the A final or on the same weekend. Cumann Baile Ui Thaidhg Motion 10 For the 2019 County Minor Football Championship, the East Kerry District team be divided into two teams (namely East Kerry & Eoghan Ruadh) in an effort to make the championship more competitive. This policy to be reviewed by the Co Committee on an annual basis. Eoghan Ruadh team to comprise players from the following clubs: Glenflesk Gneeveguilla Rathmore Kilcummin East Kerry team to comprise players from the following clubs: The remaining teams from the East Kerry District except any Club from the District competing in the Minor Football Championship on its own. County Committee. Motion 11 That all club football fixtures be completed by December 1st. Cumann Ráth Mhór Motion 12 That the list of players on the match day panel (26) be e-mailed to all clubs on the Friday before any Inter-County fixtures, to ascertain availability of players to their clubs on those weekends. Cumann An Rinn Aird Senior Football League Motion 13 In the County Senior League for 2019, 3pts for a win and 1pt for a draw. Cumann An Rinn Aird Motion 14 All teams playing in division 5 next year should be a 13 player a side team. Cumann Scairteach an Ghleanna Motion 15 The 13 a side ruling in the County League be amended so that all clubs must accommodate the 13 a side team in the division if they find themselves in that position on Match day. Cumann Dairbhe. Motion 16 For the summer months of 2019 (May to August), that Saturday evening becomes the default day for County League games. Cumann An Rinn Aird Motion 17 That all county training sessions not clash with county league games. Cumann Dairbhe. For Convention Motion 1 That Co Bye-laws be updated to comply with Official Guide Co Committee. Motion 2 RULE 6.2 OFFICIAL GUIDE. To allow a county, if it so wishes, to have a bye law to make eligibility for positions of team manager, coach and selector be the same as eligibility for club players in that county Cumann Aibhistin De Staic Motion 3 That the bye-laws of Coiste Chontae Chiarraí be amended to include the following: Other Relevant Connection. For the purposes of Rule 6.3, an applicant for membership shall be considered to have an Other Relevant connection with a particular club if: (a) The applicant for Membership’s parent(s) were at the time of his/her birth permanently resident in the present Catchment Area of that Club. OR (b) The applicant for Membership is permanently attending a National School in the present Catchment Area of that Club OR (c) The applicant for membership’s parent(s) participated as a member of that Club in competitions organised or sanctioned by Coiste Chontae Chiarraí or other division of Cumann Lúthchleas Gael. Cumann Piarsaigh Na Dromoda Motion 4 That the Bye-Laws of Coiste Chontae Chiarraí pertaining to Rule 6.4 of the Official Guide of the Gaelic Athletic Association – Part 1 (Attachment to first Club) be changed to the following: Attachments to Clubs (a) ‘First Club’ – as defined in Rule 6.3, Official Guide. A person seeking to become a member of the Association in this County shall initially have an unfettered choice of Clubs (Hurling and/or Football). (b) A player granted an Inter-County transfer into this County shall initially have an unfettered choice of Clubs (Hurling and/or Football). Cumann Cill Airne An Leigiun Motion 5 That all County Committee Delegates be limited to a 5 year term from 2019 Cumann Baile Mhic Ealagoid Motion 6 That a player qualify to play senior football once they reach their 17th birthday due to the decline in rural junior clubs struggling to field 15 players. Like the motions on two coming out of groups in club champs, but could be a big headache for fixtures people. Champ would have start even earlier Also like idea of finishing everything by 1st december, unlikely to happen though

Some interesting motions
Confused by 2 - thought the competition is run off very quickly given the number of games and the desire for a minimum of 2 games for all teams. As it is, a relatively minor injury in an early round can see a player missing a lot of big games making it difficult for smaller squads to be competitive.
3 & 4 are aimed at dealing with the sideline problems of this year - need to be stronger here and reduce the numbers on the sideline without wiggle room.
Agree with 10 but think U20/21 should be included also.
Would like a stronger version of 12 where any player not in the county match day 26 is automatically available to his club for any club game that weekend.
Finishing competitions by Dec 1st is a great ambition but may be impractical - would making December a close month be better. Very difficult for players to make any plans regarding a social life with the lack of a closed period. A number of high big Co championship games this year were impacted by players flying home from weddings etc - very difficult for lads to plan anything with the way the schedule is at present. Difficult to suit everyone but a closed period would help.

Saturday would work for a lot of players but not all - some players (and mentors) work a Saturday and having to get to the other end of the county for a game would be challenging.

Be hard to get the minor one pushed through - minors are within the senior circle as far as I know - so with no Eoghan Rua at senior level obviously it's difficult to see them creating such a team at minor level...could be wrong and probably be good for the competition if the division was split up but can't see it happening

- 10 clubs , average 20 per panel. Take 25 to play with EK in the Championship ....that's a lot of lads that never get to play in a minor championship in any one year. Yes, some club lads will get another chance if they are young enough but the general point remains the same.
As for not being able to form a single minor championship panel for Eoghan Rua out of Glenflesk, Kilcummin, Gveeveguilla and Rathmore ?? Ahh now....

I'm all for breaking EK up as per my previous post - I just think it will be difficult on the minor set up being classed within the senior sphere

The motion for two clubs to come out of group in intermediate and junior championship was defeated by sizable majority. Just shows how out of touch delegates are from there club players. A sad shower. More pointless meaningless games ahead in next year's championships. At least clubs will be able to make a few quid backing against themselves in the dead rubbers. Did any motions pass at last nights meeting?

Did i hear that the one for all club football fixtures be completed by December 1st didn't pass? Crazy if that's true. Why would anyone not want that?
Also i think i heard Milltown and Mitchell's wanted to enter B teams into Div 5, did that pass? If it did how many B teams are in Div 5 now?

I believe rule changes are necessary in football but have misgivings about the current proposals - primarly from enforcement and user points of view. The lack of pitch markings for the vast majority of club games will make some of the rules challenging to implement across the association. In the hand pass rule does the ball touching the ground break the chain of three - i.e. if a player hops a ball. I also think in a close quarters exchange it will be tough on players to know how many hand passes before they got possession. To implement these changes in the league all at one go is daft - will the latter rounds of the club championship (or any other carry over games from 2018) be played to the new or old rules.
